CEBU, Philippines - Since the last pay day on October 15, the 458 casual plantilla workers of the Dumaguete City government have not received their salaries until late Thursday afternoon for reasons of non-accreditation by the Civil Service Commission.
Dumaguete City Human Resource officer Ruperto Tenorio Jr, said his office received only today the approval of the appointments of the more than 458 casual plantilla workers, after which processing of their salaries is being fasttracked.
The delay was due to the processing of voluminous documents, since it is also renewal time of their three-month contracts, while a number of them have failed to submit the complete documents, such as the mayor's appointment, personal data sheet, certification of availability of funds and proof of essentiability.
Tenorio vehemently denied insinuations his office is sitting on its job of looking into the welfare of all the employees. He said all requirements have been complied with, such as the establishment of a complaints desk, undertaking of an anti-red tape training, creation of a website and formulation of a charter.
Mayor Manuel Sagarbarria has confirmed that he had just signed checks for the salaries of casual plantilla employees including job orders.
Reports have it that the salaries of casual plantilla employees will still be on Monday, because Oct. 24 (Friday) is a special non-working holiday for Dumaguete City and Negros Oriental due to the Buglasan Festival. — Juancho R. Gallarde (FREEMAN)
