Capahi elected PCL-Ormoc president Edgar Allan Vilbar

ORMOC CITY, Philippines – The 13th City Council of this city yesterday elected Councilor Ruben Capahi as president of the Philippine Councilors League-Ormoc Chapter.

Capahi, who is now head of the Council’s committees on ways and means, energy conservation and city sisterhood program, ran unopposed for the PCL-Ormoc presidency despite his being with the opposition bloc.

“I will promote and strengthen camaraderie among members of this Council,” he told The Freeman in an interview after the election held at the session hall.

Ormocanons will benefit most if all members of the City Council will be passing measures not based on political grounds, he said.

Capahi, however, has no immediate plans to run for a higher office in the PCL-national level. “There will be a gathering of all elected chapter presidents throughout the country in the coming months, but I have no intention of vying for an office in the national level,” he added.

Besides Capahi, the other elected officers of PCL-Ormoc were: Councilors Nepomuceno Aparis as vice president, Rolando Villacencio (secretary-general), Mario Rodriguez (treasurer), Vincent Rama (auditor), Antonio Codilla (public relations officer), Benjamin Pongos, Jr. (business manager) and Pedro Godiardo Ebcas, Tomas Serafica and Eusebio Gerardo Penserga (directors).

DILG-city director Jess Horca acted as the officer that administered the elections, which was attended by PCL top officials: Ariel Arceo, PCL-national PRO, Brian Baena, PCL-national vice president for the Visayas and Chiquet Cartagena, PCL-national secretary for programs, events and external affairs.
