The Joses of the Cebu Provincial Capitol and City Hall

Cebu has had governors and Cebu City mayors with the first name of Jose. Here they are:

 

JOSE DELGADO. Cebu City Mayor from August 3, 1940 to April 10, 1942. Governor from 1943 to 1944.

Jose was the son of Marcelo Enriquez and Monica Delgado. He became a lawyer on October 15, 1923. He married Cipriana Regner. A son by the name of Mario also became a lawyer on January 18, 1954. Delgado is the first official who became Cebu City Mayor and Cebu Governor.

JOSE LEYSON. Governor of Cebu from 1944 to 1945. He was executed by the Japanese during World War II and is one of the Martyred Governors of Cebu.

Leyson married Lourdes Velez, daughter of Teodoro Velez and Herminigilda Chiong Veloso (sister of Estefania Chiong Veloso, more known as Doña Pepang, the wife of Don Sergio S. Osmeña Sr.). Leyson became a lawyer on November 15, 1923. A street in Cebu City formerly called the Progreso Street was renamed after Governor Leyson by virtue of City Ordinance No. 720 enacted on August 5, 1971. After more than 40 years, the street name sign has not been officially installed or unveiled. We hope that the city government will finally unveil the street name and sign this year.

JOSE BRIONES. Governor of Cebu from 1956 to 1961.

He was the son of M.C. Briones and Celestina Lorenzo. Briones, just like his father, the eminent jurist and lawmaker, became a lawyer on March 13, 1946. Aside from being elected as Governor of Cebu, Briones also became a representative, representing the old 2nd District of Cebu.

JOSE RODRIGUEZ. Cebu City Mayor from December 7, 1953 to November 16, 1955.

Rodriguez was a Doctor of Medicine and taught medicine at the Instituto Rubio in Madrid, Spain and at the University of Santo Tomas. Prior to being Cebu City Mayor he was elected Representative of the old 7th District of Cebu.

JOSE V. CUENCO. Cebu City Mayor from March 19, 1987 to November 27, 1987.

Cuenco succeeded OIC Mayor John “Sonny” Henry R. Osmeña, after the latter resigned to run for the Senate in 1987. Cuenco is the son of Dr. Manuel Cuenco, the post-war governor of Cebu. Jose was fondly called by his nickname “Boy” and was also a Cebu City Councilor before the EDSA People Power revolt in 1986.
