President Quezon's Cebuano appointees in 1939
President Manuel L. Quezon, the country's first elected president (elected on September 16, 1935) appointed officials of Cebu. Under the 1935 Constitution officials appointed by the president must have the consent of the Commission on Appointments, unlike now when only few presidential appointees undergo scrutiny by the commission. On October 2, 1939 President Quezon appointed the following to compose the Board of Tax Appeals of Cebu City:
Alberto Mansueto, Chairman of the Board of Tax Appeals of Cebu City. Mansueto also served Cebu City as vice president (today's equivalent of vice mayor) during the early years of the American administration. A member of the Mansueto Clan by affinity by the name of Guadalupe Ozarraga Mansueto, became the lone engineer and woman in the Cebu City Council from 1976 to 1980. She was born in Misamis Occidental and married Dr. Antonio Alfafara Mansueto, the King of Engineers in 1949 of the Cebu Institute of Technology.
Valeriano Segura, Member of the Board of Tax Appeals. Valeriano Jamala Segura married Encarnacion Rodis Segura and had the following children: architect Gregorio Segura, Colonel Manuel Segura (Cebu's war hero, the trusted officer of Colonel James Cushing of the Cebu Area Command and author of the war books "The Koga Papers" and "Tabunan"), Ascencion, Nene (married a De Jesus), Eduardo, Dr. Alfredo and Dr. Oliverio.
Ascencion married Atty. Jesus "Lindong" Suico Avila, who was admitted to the Bar on January 21, 1955, he was the son of Don Jose Avila and Adela Suico, the grandson of Don Jose Avila and Valeriano Segura, a namesake writes for Cebu's oldest newspaper founded in 1919, The FREEMAN, which will celebrate its 100th year next year, Valeriano "Bobit" Avila, who also served Cebu City as its traffic czar and Director of the Mactan-Cebu International Airport Authority,
Jose Leyson, Member. He became one of the Martyred Governors of Cebu, together with Hilario Abellana, they were murdered by the Japanese Imperial Army. Progreso Street in the Carbon Market was renamed after him by virtue of City Ordinance No. 720 on August 5, 1971, hopefully a street sign will be unveiled this year.
Vicente Urgello, Member. Urgello became a lawyer on October 1, 1907 and congressman in 1916 of the old 3rd District of Cebu. Vicente was the son of Francisco Base Urgello and Telesfora Sarmiento. He married Visitacion Veloso Espina. A street in Cebu City is named after him; Private Road in Barangay Sambag was originally called the Urgello Private Road. He died on May 3, 1952.
