The official title of the campsite is 'Marina Yulo-Vargas Regional Program and Training Center", it is more known as 'Camp Marina". It is an 8-hectare campsite located in Barangay Kalunasan, Capitol Hills, Cebu City. It was donated by the Cebu Provincial Government during the term of Atty. Francisco "Kikoy" Remotigue, Governor of Cebu from 1961 to 1963. It was, however, during the term of Governor Rene G. Espina on May 16, 1964 that the campsite was inaugurated and camp marker unveiled. In attendance during the 8th Girl Scouts of the Philippines National Encampment was President Diosdado Macapagal, Governor Espina, and Mayor Serging Osmeña.

Instrumental to the donation was Rizalina Migallos, then GS Council President for Cebu, and Don Gil Garcia. The honoree of the campsite is one of the sixteen signatories/incorporators of the Girl Scouts of the Philippines. The GSP was created through Commonwealth Act No. 542 approved on May 26, 1940 by President Manuel L. Quezon.

The co-incorporators of Madame Marina were: Concepcion R. Gonzales, Trinidad F. Legarda, Emilia Q. Lim, Concepcion M. Gil, Pilar Hidalgo Lim, Josefa Llanes Escoda, Helena Z. Benitez, Maria Aurora Quezon, Lulu Reyes, Lily de las Alas, Leni Alano, Erlinda Kalaw, Betty Magalona, Lourdes Ledesma, and Minerva G. Laudico.

Marina Yulo-Vargas was the wife of Jorge Bartolome Vargas, the country's first Executive Secretary and the Dean of Philippine Boy Scouting.

Secretary Vargas was the son of Angel Vargas Tingco and Filomeno Celis Trinidad born on August 24, 1890 and died on February 22, 1980. Jorge and Marina had the following children: Jorge Jr., Angel Federico, Gregorio Roberto, Lourdes Filomena, Eduardo Mariano, Ramon Teodoro, Teresita Carolina, and Maria Luisa.

Jorge Vargas became a lawyer on September 7, 1914 and served as legal secretary of the Grand Old Man of Cebu, Don Sergio Suico Osmeña Sr., while the latter was with the House of Representatives from 1917-1918.

Marina Yulo Vargas of Iloilo City served as the national president of the Girl Scouts of the Philippines from 1949 to 1951 and later on as national treasurer from 1951 to 1955.

Cebu City Councilor Margot Osmeña whose complete name is Margarita Lim-Vargas belongs to the Vargas Clan of Panay and Negros Island. Councilor Margot founder of the Operation Second Chance, married Tomas dela Rama Osmeña, whose mother, Lourdes dela Rama, the Grand Old Lady of the South was the daughter of Panay Island's legendary general and senator, Don Esteban dela Rama.
