The Osmeña Waterworks rates and payments
More than half a century ago, a system for paying for the water supplied and services in Metro Cebu was established. It was made monthly and paid to the City Treasurer between 5th and the 20th day of the succeeding month.
Failure to pay the amount due on or before the 20th day of the month following the month during which water services were rendered would cause the consumer to pay a penalty.
This was the rate of the water supply: for the first 1000 cubic meters monthly - P0.20; for the next 1400 cubic meters monthly - P0.18; for the next 2300 cubic meters monthly - P0.15; for the next 5000 cubic meters monthly - P0.12; and all above 9700 cubic meters monthly - P0.10.
The water service ordinance in 1947 provided that the minimum charge for any month shall not be less than Five Pesos. The water supplied to tanks, receptacles, including launches, water boats, or steamers, when taken from any hydrant or faucet in a public highway or street or through hose or pipe crossing either above or below such receptacle should be charged for the rate of One Peso per cubic meter. The work incident to this supply should be done under the supervision of the Office of the Waterworks System.
Each such fire plug would be sealed by the employees of the waterworks system when installed and water therefrom should not be used except in case of fire. No charge would be made for water used from these fire plugs in case of fire.
A charge of Two Pesos would be made for shutting off water whenever water has been used for less than one year.
A charge of Eight Pesos monthly would be collected from the City of Cebu for each public post hydrant for fire protection and a charge of Twenty Pesos monthly for each drinking fountain, installed under proper authority. All expenses of installation should be paid by the City of Cebu.
Post hydrants and public drinking fountains would be installed at prices to be agreed upon by the City of Cebu and the Waterworks System.
The water meters furnished by the Osmeña Waterworks should be on a rental basis with the following rates: ½ to 1 inch size was P2.00 and if over 1 inch size was P2.50 pesos. The rental should be made on installment with the following schedule: one fourth of the cost of the meter upon installation of the meter; one fourth of the cost of the meter two months after the first installment; one fourth of the cost of the meter four months after the first installment; and one fourth of the cost of the meter six months after the first installment.
Before any water meter would be installed, it should be tested and sealed. Testing and sealing should be done by the employees of the System only. Repair of damaged or defective water meter should also be done by the employees of the System only.
The taking of water directly from reservoirs or mains by means of pumps or other apparatus, without a special permit from the water works system was strictly prohibited. The taking of water from public fountains by means of hose, troughs, etc. or in any way except by means of large mouthed vessels was also prohibited.
Bathing in public fountains or reservoirs, destroying or injuring any public fountain, hydrants, main, or connection, or in any way injuring the property of the waterworks system was not allowed.
Violations of any of the provisions of the ordinance would be punished by a fine of from P10.00 to P200.00 or by imprisonment for not more than six months or both, at the discretion of the Court.
City Ordinance No. 62 was approved by Atty. Miguel Raffinan, the Acting Cebu City Mayor on January 8, 1948. The President of the Municipal Board was Marcos M. Morelos, and the Secretary to the Board was Jose Fortich.
