Borbon, Cebu and the officials of the past

Borbon a municipality of the Province of Cebu which is 82.66 kilometers away from Cebu City was coined from the nicknames of a couple, Bor and Bon.

During the Spanish colonization the following served as its Capitanes: Ciriaco Destura, Justo Lumbab, Placido Dosdos, Pablo Montegrande, Agustin Mondoñedo, Crispin Dosdo and Eugenio Sepulveda. In the 1980's a member of the Sepulveda clan by the name of Bernard "Butch" Antigua Sepulveda (married to Auralee D. Sepulveda) was elected vice mayor of Borbon in 1982, then mayor after the EDSA revolt, vice mayor in 1998, then mayor in 2007 up to the present.

When the Americans replaced the Spaniards as colonizers, the following became its chief executives with the title of presidents: Pedro Mangubat, Joaquin Herrera, Santiago Mangubat, Montano Mangubat, Hilarion Buhay and Lazaro Mondonedo.

When the title of chief executives was changed to mayor, the following served as mayors of Borbon, Cebu: Celestino Mondigo, Santiago Mangubat, Salvador Mangubat, Gregorio Antigua and Jose M. Dosdos and Perseverando Sollano.

In 1964 the following were elected as its officials: Perseverando Sollano, mayor, Ulpiano Dotillos, vice mayor, Abundio M. Cabahug, municipal secretary, Eusebio D. Arnoco, judge, Lope P. Commendador, treasurer, Lorenzo Rivera, chief of police and Dr. Emerito Vergara.

As councilors: Pacifico Mangubat, Jeremias Mundo, Pelagio Cabahug, Marcelo Durano, Juanito Dosdos, Leopoldo Dosdos, Esperidion Commendador and Consorcia Manalili.

The municipal Judge Eusebio Arnoco was admitted to the Bar on May 11, 1953.  Judge Arnoco came from the nearby town of Tabogon, Cebu. Arnoco was appointed by President Carlos Polistico Garcia as Justice of the Peace of Borbon on August 14, 1956.   Don Sergio Suico Osmeña Sr. who became president in 1944 to 1946, until he was defeated by Manuel Acuna Roxas in the hastily prepared post war election appointed the following as the officials of Borbon, Cebu: Appointed on January 4, 1946 as Acting Mayor: Celestino Mendigo and acting vice mayor: Valentin Commendador. As Councilors: Gil Cumba, Magno Dostillos, Gervasio Lacsina, Leopoldo Dosdos, Marciano Mendigo and Santiago Orio.

An appointee of President Sergio S. Osmeña Sr. is Juan M. Wahing, appointed as Justice of the Peace of Borbon and Sogod on February 20, 1946.

The Mangubat clan did not only serve as chief executives of Borbon, Cebu many of them became lawyers, among them: Antioco M. Mangubat became a lawyer on January 26, 1961, Florencio F. Mangubat was admitted to the Bar on April 4, 1949 and Cirilo C. Mangubat became a lawyer on November 21, 1946.

Borbon also produced many well known lawyers: Celso M. Mundo (admitted to the Bar on April 4, 1949), Pio A. Sepulveda (admitted to the Bar on February 2, 1951), Pedro Montecillo (admitted to the Bar on March 11, 1957) and Godofredo M. Cabahug (admitted to the Bar on January 26, 1961).

A member of the Dosdos Clan became the First Lawyer of Borbon, Cebu, his name was Tereso M. Dosdos. The 1st lawyer of the town was the son of spouses Crispin Dosdos and Ana Mondigo. Tereso became a lawyer on September 26, 1921. Tereso also holds the distinction of being the 1st Registrar of the Register of Deeds of the Province of Cebu.

Tereso was elected Assemblyman of the old 1stDistrict of Cebu which used to be composed of Bogo, Borbon, Pilar, Catmon, Danao, San Francisco, Tabogon, Tudela, Poro and Sogod. Dosdos was Assemblyman from January 24, 1939 to December 16, 1941.

Tereso married a member of the big Mangubat Clan of Cebu named Filomena. The 5th Municipal President of Opon renamed as Lapulapu City by the name of Bartolome Dimataga is a Mangubat. That is why he carries the intial B.M. Dimataga. The daughter of Mayor B.M. Dimataga by the name of Leonila married the Boholano President, Carlos Polistico Garcia.
