No decent roof

PROPERTY. There was a time when property was cheap in Lapu-Lapu City, one resident said. When the capitalists came, the price of land shot through the ceiling, and the laborer couldn't afford to own a piece of land, he said.
LEFT OUT. He said development has its advantages but in a way the laborer almost always becomes a victim.
NO ROOF. He said the laborer may have a job but no decent roof over his head.
