Paulino Gullas St., Cebu City

It is the street formerly known as "Nueva" beginning from the intersection of Andres Borromeo Street and terminating at the intersection of Osmeña Boulevard (formerly Juan Luna St.).

The street is named after Paulino Gullas son of spouses Jose Gullas of Leyte (Southern Leyte) and Pura Arandia of Cebu. Paulino is the brother of Don Vicente Gullas, the Founder of the Visayan Institute now called the University of the Visayas. Paulino had two other sisters, Rosario who married a Laput and Victoria. Paulino married Gilda Kilayko.

Paulino was elected Representative of the old 2nd District of Cebu in 1925, serving until 1928. He succeeded Don Vicente Y. Sotto and Paulino was succeeded by Sotero B. Cabahug as Representative of the District.

Paulino was elected Delegate of the 1934 Constitutional Convention and the Country's Representative to the Inter-Parliamentary Conference in Tokyo, Japan in 1928.

Paulino was admitted to the Philippine Bar on November 13, 1916 and established his law office. His law partners were Pedro Lopez who became a congressman and a street is likewise named after him. His other law partners were lawyers "Tuano" and "Leuterio."

Paulino established the local newspaper, The FREEMAN, its maiden issue appeared on May 10, 1919. Its circulation temporarily ended in 1934 but resumed in 1965 when his nephew Jose "Dodong" Gullas revived it.

In 1922, Paulino was nominated as the candidate for Municipal President for the Municipality of Cebu, months before the election however he declined the nomination. His party mate in the Partido Democrata, Hilario Abellana won in the election together with his running mate Julian Alcantara.

Paulino was a Cabinet Member of President Jose P. Laurel, he was made chairman of the KALIBAPI and the HU-KO (neighborhood). Paulino did this to protect the Cebuano's from the oppression of the Japanese Imperial Army and talk sense to them especially in arresting and taking custody of those they believed were part of the resistance movement.

Don Paulino, like Governors Jose Leyson and Hilario Abellana was executed by the Japanese Imperial Army before the end of the war.

The Cebu City Council on April 4, 1960 enacted City Ordinance No. 285 renaming "Nueva Street" to "Paulino Gullas St.". The Council's Secretary at that time was Leodegario C. Salazar during the term of Mayor Carlos J. Cuizon.

The city council was then composed of Councilors Florencio S. Urot, Mario D. Ortiz, Osmundo G. Rama, Nazario R. Pacquiao, Raymundo A. Crystal, Eulogio E. Borres, Jesus S. Gabuya, Luis V. Diores and Juan C. Zamora.
