Dear Secretary Alcala:
I write with regard to the Special Report published in the May 19 issue of the Philippine Daily Inquirer, specifically page 22 thereof ,listing my name in the so-called "Benhur Luy files" of "Members of the House of Representatives in Napoles' racket" with the following highlighted notes:
DEL MAR, Raul V
Cebu City (1st District)
1987-1998; 2001-2010; 2013-present
Without SARO but on record
Implementing Agency: DA-NAFC
Document: List of cash advances in 2004
A photocopy of the stated page is enclosed herewith for your ready reference.
May I take the liberty of stating that the inclusion of my name deserves the strongest censure because it sends something wrong and untrue to the "court of public opinion." I must stress this : I cannot recall, as I am totally unaware, in my long years as a lawmaker, of any dealings with the DA-NAFC. I have never allocated any amount from my PDAF then for any DA-NAFC project or any NAFC-controlled program.
Strictly in this context, I would like to request your office to furnish me with all the available documents linking my name in any manner to the alleged DA-NAFC transaction. Should your office find no such official record, I shall appreciate an official certification to this effect.

Mr. Secretary, this is important to me because it will help me establish before any office or tribunal what is factual and legitimate, what is true and correct, which, after all, is what justice and fairness is all about.
To help expedite the processing of my request, I am authorizing Atty. Joel C. Aguilar of my staff to coordinate with your office. I am hoping for your prompt action on my request.
Thank you very much.
Very truly yours,
Raul V. del Mar
