It is the formerly unnamed road that connects Barangays Guadalupe and Sapangdaku, from the corner of Guadalupe Rotunda leading toward Sitio Napo of Barangay Sapangdaku, Cebu City.
Hipolito Ibon Labra born on Aug. 13, 1879 served as "Teniente del Barrio" of Barangay Sapangdaku, succeeding his late brother, Joaquin Labra from 1933 up to 1963 or for a period of 30 years. Hipolito was not just an ordinary Teniente del Barrio, for Guadalupe was like a municipality, at that time it was composed of Guadalupe, Sapangdaku, Kalunasan, Babag, Bonbon, Taptap and all the mountain barangays adjacent or near Guadalupe.
Hipolito was instrumental in the construction of the first primary school of Barangay Sapangdaku which was built in Sitio Napo and later became the Napo Elementary School.
He obtained from the discretionary fund of then President Ramon Magsaysay for the construction of a four-kilometer barangay road called the Guadalupe-Napo Barangay Road built in 1957. The road gave easy access for the barrio folks to transport their farm products to the city.
Hipolito lobbied for the construction of a waterworks system providing residents of abundant supply of potable water. He also worked for the construction of a footbridge to avoid possible flashfloods along the Sapangdaku River. The footbridge is now a concrete bridge.
Hipolito married Tecla Gabato, his brothers were: Joaquin, Eusebio, Hilario, Matias and Severo. The children of Hipolito were: Ricardo Sr., Arsenia, Candida, Amada who married a Zabate, Vevencia who married a Benemerito, Zosimo, Dominador, Julita who married a Nolan and Jesus.
The Cebu City Council on motion of Councilor Arnulfo R. Ravina on Jan. 4, 1993 enacted City Ordinance No. 1440 naming a street in honor of a "Teniente del Barrio," equivalent of today's barangay captain, who because of his unselfish and invaluable service he had rendered to the growth and welfare of all his constituents in all his lifetime without any compensation. It is just, fitting and proper that he gets due recognition to perpetuate his memory.
