CEBU, Philippines – Talisay City Councilor Richard Francis Aznar, who is the chairman of the Committee on Education, is passing an ordinance granting the top 10 graduates of all public and private schools scholarships at Talisay City College.
According to Aznar, institutionalizing college scholarships to the deserving residents of Talisay City will help democratize access to higher education, especially among the underprivileged.
"The city government of Talisay believes that education is the ultimate weapon to fight poverty and such being the case, there is a need to design a sustainable educational scholarship program through the Talisay City College," Aznar said.
Based on the coverage of the measure, the academic scholarships provided will cover all public/private high school students belonging to the top 10 of the graduating class, based on the guidelines and criteria set by the Talisay City College.
Any public or private school student who belongs to the top 10 bracket of the graduating class will be entitled to the scholarship grant to the Talisay City College upon compliance with some conditions.
First, the student has graduated from any public/private high school in the City of Talisay. Next, the student has complied with the application and admission requirements of the Talisay City College and third, the student's rank is reported to the public/private high school principal or administrator in a certificate bearing the name of the school and its location.
The scholarship grant will be limited to the full amount of tuition and other school fees for the first year of college.
