Stiffer fines eyed vs unruly drunks

CEBU, Philippines – The Lapu-Lapu City Council made a proposed ordinance that seeks to prevent drunkards from causing unnecessary scenes while under the influence of alcohol.

The suggested law, known as "Alcoholic Drinks Consumption Ordinance of Lapu-Lapu City," was made under the chairmanship of Councilor Elias Berdin of the Committee on Police and Penology.

The ordinance aims to prevent a person under the influence of alcohol from making scandalous acts that contradict to the welfare of the public and to maintain the security of the people.

Francisco Limpangog, city secretary, said the main goal of the ordinance is to avoid public disturbance.

According to Limpangog, the public can drink but not to the extent that would lead to verbal arguments.

Police Chief Senior Superintendent Armando Radoc, office-in-charge of Lapu-Lapu City Police Office, said the ordinance is a big help in achieving peace and order in the city.

Radoc added that there are numerous crimes that have started from a simple drinking sessions.

"This will help a lot sa peace and order since it is a triggering factor sa mga crimes," Radoc said.

The existing ordinance signed into law in the 1960s provides the fine of P50 against violators.

If the measure will be passed, Limpangog said the fines will be upgraded to P500 with a corresponding community service for eight hours.

If offense is violated for the second and third time, another fine of P1,000 to P2,000 will be charged with a community service for 24 hours to 56 hours.

Limpangog, as well as Radoc, said they have not received any complaints against the proposed ordinance.
