New rule on pass slips to be imposed for Talisay workers

CEBU, Philippines - A stricter policy on the issuance of official pass slip to Talisay City regular employees and job order workers will be imposed.

Mayor Johnny V. De los Reyes issued a memorandum requiring the issuance of pass slips allowing employees to leave the office during office hours for reasons other than official business.

"It has been observed that a number of regular and job order employees failed to use pass slips in going out of the office for official business during office hours," De los Reyes said in his memorandum.

The move of the mayor was prompted because of the daily monitoring report submitted to him by the Civil Service Unit.

The law says it shall be the duty of each head of department or agency to require all officers and employees under him to strictly observe the prescribed office hours.

An employee who should go out of office should produce a certificate of appearance printed at the back of the pass slip form duly filled up by the agency or company where business is transacted.

Pass slip should be issued only when extremely necessary and should only be for a short duration and within the city limits.

The employee who seeks to go out on pass should register his/her time in and out. The pass slip should be duly certified by the department head concerned.

Copies of the furnished pass slip should be forwarded to the Human Resource Management Division.

If the employees fail to observe the using of official pass slip, their accumulated leave credits will be deducted of the corresponding number of hours and minutes not supported by the pass slip.

If the job order worker fails to use pass slip during office hours, the worker's salary will be deducted by the corresponding hours or minutes supported by the pass slip.  (FREEMAN)
