Review of bonuses received by GOCC officials sought

CEBU, Philippines -  Sixth District Representative Luis Gabriel Quisumbing is calling for an inquiry of bonuses and allowances received by officials and employees of the government-owned and controlled corporations based on the Commission on Audit’s annual financial report of 2012.

Quisumbing has filed HR 688 calling for the inquiry in aid of legislation. 

The Commission on Audit’s report states that 31 GOCCs were found to have paid “bonus(es), allowances, and benefits to the board of directors and employees without or in excess of legal basis or proper authority.

He said that is important that Congress look into the benefit packages of GOCCs to determine if there are irregularities and come up with a legislation that will rationalize the benefits given to GOCCs in light of the COA findings.”

He said the Governance Commission for GOCCs or GCG should check or scrutinize properly whether GOCCs complied with the Performance-Based Incentive (PBI) System covered by RA 10149.

“Now therefore be it resolved by the House of Representatives to conduct a public inquiry in aid of legislation on the Commission on Audit’s 2012 Annual Financial Report on the allegedly excessive bonuses and allowances of officials and employees of Government-Owned and Controlled Corporations(GOCC’s) with the purpose of proposing measures to rationalize the amount of the bonuses received by GOCC board of directors and employees,” Quisumbing’s resolution states.  (FREEMAN)
