CEBU, Philippines - After being criticized for the unmethodical way of releasing salaries at the cash division office, Talisay Mayor Johnny De los Reyes issued a memorandum rationalizing the policy and guidelines in the submission of the Daily Time Records (DTR’s).
Effective January, De los Reyes said the Human Resource Division will process and provide monthly print-outs of DTR to each employee within four working days after the end of each month.
The DTR will be distributed to departments or offices for approval by the head department/office within two-working days from receipt of DTRs.
In the memorandum, the mayor pointed out that all approved DTRs, with corresponding attachments such as leave, pass slip, certificate of appearance, and attendance, shall be submitted to the HRD six-working days after the end of each month.
Each employee will be accountable and responsible for the truthfulness and accuracy of the entries in their respective DTRs while the head of the department/office will ensure their subordinates compliance with the issuance.
It is mandatory that period will be specified.
“Non-compliance with these circulars, related orders, rules and regulations, shall be a ground for withholding salaries or cancellation from the payroll,†the memo read.
Imposition of disciplinary actions are imposed such as reprimand for the first offense; suspension for one to 30 days for the second offense, and dismissal on the third offense. (FREEMAN)
