CEBU, Philippines - If there was delay yesterday in the filing of certificates of candidacy by aspirants for the October 28 barangay elections at the Commission on Elections in Lapu-Lapu City, it was because the filers erred in filling up the forms.
Comelec considered this a minor problem, but it slowed down the proceeding, according to observers.
Most of those whose forms were returned to them come from Olango Island and neighboring islets.
The Comelec also found out that a candidate in Olango Island is a registered voter in a city in Abra province.
As of 4:30 p.m. yesterday, 270 candidates had successfully filed their certificates of candidacy. (FREEMAN)
