CEBU, Philippines - A policeman who provides security for Talisay City Mayor Johnny de los Reyes is listed in the city hall payroll.
A city hall document shows the policeman is paid P500 per day.
Celerino Magto Jr., head of the Talisay City Department of Interior and Local Government, said the policeman should not be receiving additional compensation since he is already receiving a salary from the national government.
The policeman can face an administrative case in the office of the ombudsman if it can be proven that he is receiving double compensation.
Section 95 of the Local Government Code or “additional or double compensation†says that “no elective or appointive local official or employee shall receive additional, double, or indirect compensation, unless specifically authorized by law, nor accept without the consent of Congress, any present, emoluments, office, or title of any kind from any foreign government. Pensions or gratuities shall not be considered as additional, double, or indirect compensationâ€.
But Magto explained that the local government can give allowances to the police and the allowance can be in the payroll.
On other hand, city administrator John Yre De los Reyes, son of Talisay City Mayor Johnny De los Reyes, who is in charge of approving the applications of job order workers told the reporters yesterday that his father has a policeman that acts as his security. (FREEMAN)
