CEBU, Philippines - He allowed 30 minutes to slip away, and when only six councilors showed up, majority floor leader Rodolfo “Rodi†Cabigas, adjourned the 110th regular session yesterday for lack of quorum.
Sessions, according to city council house rules, start at 10:00 in the morning.
Of the thirteen members, only six came, namely, councilors Cabigas, Valeriano Ylanan, Dennis Basillote, Romeo Villarante, Danilo Caballero, and Charles Basillote.
Ylanan, Caballero, and Villarante belong to the opposition while Dennis, Cabigas, and Charles, who is the president of the Association of the Barangay Councils, are in the majority bloc.
Vice Mayor Alan Bucao, the council presiding officer, was absent.
Also absent during the session were councilors Eduardo Gullas III, Richard Francis Aznar, Celiapo Cabuenas, Bernard Joseph Odilao, Edward Alesna, and Carmel John Burlas, the president of the Sangguniang Kabataan Federation.
In an interview with The Freeman, SP Secretary Emigdio Enjambre said the council cannot take up matters due to lack of quorum prompting the members present to suggest for the adjournment.
Enjambre, however, said Bucao, Aznar, Cabuenas, and Alesna have filed special leaves last week.
Although no specific reasons were mentioned, Enjambre believes members of the council file leaves because of the campaign season, which is less than a week from now. (FREEMAN)
