CEBU, Philippines - Lapu-Lapu City Mayor Paz Radaza cites several reasons why the cancellation of the issuance of the community tax or “cedula†is counter-productive.
Radaza said half of the income made from the issuance of the cedula goes to the coffers of the barangays, the city keeps the other half.
Putting an end to the cedula might drastically affect plans for projects, she said.
She said the cedula also serves as a monitoring scheme, which gives the barangays the opportunity to know who their constituents are.
