Talisay SP: Creation of new positions to proceed smoothly

CEBU, Philippines - The Talisay City council committee on laws sees no legal impediments in the creation of five new positions in the Office of the Sangguniang Panlungsod and allocating salaries and benefits for employees. 

“The creation of new positions is necessary,” said Councilor Richard Francis Aznar, chairman of the committee on laws.

Once the proposed ordinance is approved, the new vacant positions of the legislative department shall carry out related functions and powers as maybe determined by law, to wit: two messengers and three administrative aide 1 or utility. 

Vice Mayor Alan Bucao, who is the author of the proposed ordinance, said the positions are necessary to cope with the growing needs of the city government specifically the legislative department and to continuously deliver services to its constituents. 

Section 80, Title III, Chapter V, of RA 7160 states that “whenever a local executive decides to fill a vacant career position, there shall be posted notices of the vacancy in at least three (3) conspicuous public places in the local government unit concerned for a period of not less than fifteen (15) days.”

It must also adhere to the Section 78 and 79, Title III, Chapter V, of RA 7160 on the application of Civil Service Law and Limitations on appointments, it specifically, states that “All matters pertinent to human resources and development in local government units shall be governed by the civil service law and such rules and regulations and other issuances promulgated pursuant thereto, unless otherwise specified in this Code.”

Also, Aznar said no person shall be appointed in the career service of the local government if he is related within the fourth civil degree of consanguinity or affinity to the appointing or recommending authority. 

The amounts necessary for the creation of these new positions will be taken from any available funds.  (FREEMAN)
