CEBU, Philippines — The Cebu City Government has committed to support the implementation of the newly-enacted Magna Carta for seafarers, including spearheading localized programs in the city.
Cebu City Councilor Rey Gealon assured this as he graced the Cebu Port Authority (CPA)'s closing ceremonies of the 25th National Maritime Week celebration at the Cebu International Port Complex, North Reclamation Area.
President Ferdinand R. Marcos Jr. on Monday led the ceremonial signing of the Magna Carta of Filipino Seafarers, honoring the sacrifices of overseas seafarers and their significant contributions to economic growth in the country.
With the passage of Republic Act 12021 or the Magna Carta for Filipino Seafarers, the Cebu City Government “commits to aid in the implementation of the Magna Carta including spearheading localized programs to provide greater coverage for the protection of the rights and welfare of seafarers,” Gealon said.
Gealon, in his message during the CPA event, recognized the City’s vibrant maritime heritage and the vital role it plays in the nation’s economy, highlighting the city’s port as one of the oldest in the country and a gateway for trade and culture.
“Cebu, with its rich history and strategic location, stands as a beacon of maritime excellence,” Gealon said in his speech.
Cebu island relies heavily on its ports, Gealon added, not only for the transportation of goods and people, but as a lifeline that connects to the rest of the country and the world.
“Under the stewardship of the CPA, Cebu’s port system has evolved into a hub of activity. It manages one of the busiest seaports in the Philippines, ensuring the smooth flow of goods, services, and trade. The CPA is not only responsible for managing port operations but also for enhancing port facilities, ensuring that Cebu remains competitive on the global stage,” Gealon added.
Gealon also pointed out the Cebu City government’s “critical role” in providing the necessary support from road developments, public transportation, housing, and disaster preparedness, to social services that cater to our most vulnerable sectors.
“The development of smart cities, the creation of green spaces, and the promotion of sustainable development initiatives have all been at the forefront of the Cebu City Government’s vision for a better future,” added Gealon.
He believes that the synergy between the Cebu Port Authority and the Cebu City Government currently under acting mayor Raymond Garcia can propel Cebu City to greater heights.
Further, Gealon stressed that Cebu is home to over 70,000 seafarers who deserve respect and support.
“These brave men and women navigate the seas, representing our city and our country with pride and professionalism. Their sacrifices and dedication deserve our utmost respect and support,” Gealon added.
Earlier this week, President Marcos Jr. stressed how seafarers must be compensated fairly for their hard work and dedication while companies should not only focus on compliance, but must also ensure the seafarers’ safety and protection, not only from dangers they face, but also from exploitation and discrimination.
The Magna Carta is expected to be aligned with the Standards for Training, Certification, and Watchkeeping (STCW), as well as accepted global maritime labor laws.
The President dedicated the signing of the Magna Carta to all Filipino seafarers, calling them heroes of the nation’s modern world. — (FREEMAN)
