CEBU, Philippines — Cebu City Acting Mayor Raymond Alvin Garcia has directed the Human Resource Development Office to study whether the city should adopt the memorandum circular issued by Malacañang requiring national government agencies to recite the Bagong Pilipinas Hymn and pledge during their weekly flag ceremony.

“I think daghan kaayo og components no. This is not only a hymn, there would also be a Bagong Pilipinas logo, basig there is also a pledge,” said Garcia.

“So I told them to study it and to report during the Department Heads meeting next week,” he added.

Garcia explained that a study is necessary for them to know how they could incorporate and implement the directive from the Office of the President.

The Palace issued Memorandum Circular No. 24 (s. 2023), which launched Bagong Pilipinas as the Administration's brand of governance and leadership.

The same memo orders all national government agencies and instrumentalities, including GOCCs and educational institutions, such as SUCs, to integrate the recital of the Bagong Pilipinas Hymn and Pledge in the conduct of weekly flag ceremonies, subject to existing laws, rules, and regulations while the Local Government Units (LGU) are also “encouraged”.

As the LGUs are being encouraged, Garcia assured that they will be implementing the said order.
