CEBU, Philippines — The Civil Service Commission (CSC) on Monday said it foresees no delay in the processing of the Performance Based Bonus (PBB) and the Productivity Enhancement Incentives (PEI) for government employees despite the president’s suspension order of the government’s performance rating system.
CSC chairman Karlo Nograles said, since government agencies are still in the process of submitting requirements for PBB and PEI for their workers, a six-month review of the government’s Results-Based Performance Management System (RPMS) and Performance-Based Incentive (PBI) System would be enough time for enhanced guidelines.
“I don’t foresee that there will be a delay because now, many agencies are still in the process of submitting the requirements because for instance, we and many other agencies are currently submitting requirements for PBB for 2022,” Nograles said in a press conference on Monday.
“So if we’re talking about 2023, I think it’s correct that (Malacañang) is doing it now and then in six months’ time, they’ll have the new guidelines and by that time agencies will know if they are qualified,” he added.
While the suspension of the RBPMS and PBI System is a welcome development, Nograles said the public should know that the PBB would not be discontinued.
“They're just reviewing it to finalize the parameters, make sure there are no redundancies, streamline the process itself,” he said.
Nograles also urged government agencies and offices who have concerns about the process to speak up as the current review of the government performance incentive system would need feedback.
Marcos earlier issued Executive Order 61, which suspended the implementation of Administrative Order (AO) No. 25 (s. 2011) and EO No. 80 (s. 2012), and all other relevant issuances pending the review of the RBPMS and PBI System.
Noting how the RBPMS and PBI System “have been duplicative” and “redundant” with the government's internal and external performance audit and evaluation systems, EO 61 seeks to harmonize the RBPMS and PBI System and align it with ease of doing business initiatives and international standards.
The EO ordered the creation of a Technical Working Group (TWG) for the review of the RBPMS and PBI System, which would integrate, streamline and align the new government performance management system with the government internal audit program and activities pursuant to existing laws and issuances.
The TWG would then submit a comprehensive report on its findings together with its recommendations to the Office of the President, through the Office of the Executive Secretary, within a period of not more than six months from the effectivity of the Order.
The TWG is also tasked to submit a transition plan for the grant of PBB for Fiscal Year 2023 within a period of three months from the effectivity of the order. — (FREEMAN)
