4 CICL escapees now back at OSC

CEBU, Philippines — At least four of the 12 Children In Conflict with the Law (CICL) who escaped from the Operation Second Chance facility on Sunday were rescued by the police.

Following the escape of the CICL, the police conducted a greyhound operation where cellphones, chargers and other pointed objects such as screwdrivers and steel bars were seized which caused a riot.

Police Colonel Ireneo Dalogdog, director of the Cebu City Police Office, said they are continuing to conduct a rescue operation to return the eight more CICLs to the facility.

These CICLs were charged with murder, homicide and illegal drugs.

The police called on the parents of these CICLs to surrender their children when they return to them so that they will not face more charges.

Dologdog said that tactical intervention must be implemented in OSC to prevent the incident from happening again.

“Base sa atoang imbestigasyon dati man gud ang katong didto nga area ang mga nag-occupy didto ang kadtong mga batan-on nga katong mga babae unya gibalhin naman tong babae ang nahibilin murag tulo nalang ang katong mga lalake gitunga nila gibalhin didto sa likod it so happen ang katong kuan didto na pud sila niagi para makagawas sa facility,” said Dalogdog.

Dalogdog clarified that the police have no control since the Cebu City Government is in charge of the facility.

According to Cebu City Mayor Michael Rama, he has a directive to his people to comply with any deficiencies in the facility so that the incident will not happen again. — (FREEMAN)
