Deliberation for CH bonus moved anew

CEBU, Philippines —  The final deliberation of the P35,000 bonus for the regular and casual employees of Cebu City Hall has been moved anew due to the upcoming Philippine Councilors League (PCL) which would mean the suspension of the regular session this coming Wednesday.

Councilor Noel Wenceslao, chairman of the Committee on Budget and Finance of Cebu City Council, said in an interview yesterday that they were even supposed to do the final deliberation of the proposed budget last Wednesday during the regular session.

But Wenceslao said the proposal was sent back since then Acting Mayor Hontiveros only signed one page of the proposal for the P35,000 bonus, as well as the proposed ordinance to give bonuses to job order employees of the city hall. Hontiveros was then the acting mayor since Cebu City Vice Mayor Raymond Alvin Garcia was on leave. The said ordinance was authored by Garcia.

The deliberation for the approval of the said bonus has already been delayed since initially, the proposal was sent back to the Local Finance Committee following its clerical errors.

“Papirmahan namo sa acting Vice Mayor, usbon jud tanan ang pirma kay ma question nya ta sa validity sa ordinance, nga ang usa ka page na pirmahan og laing mayor, ang uban kang mayor (Michael) Rama pa,” said Wenceslao.

The proposal has now been sent back so that Acting Mayor Garcia could sign all the pages.

In line with this, a special session will be held today or on Tuesday to be able to move for a conduct of a special budget hearing.

Wenceslao said through the special budget hearing, they will be hearing the side of the Local Finance Committee to see if there is really an availability of funds to approve the proposals.

“Then after that, himoan nakog committee report, then after that  idungan nalang nako ang final deliberation for the bonus, hopefully mahuman na next week,” he said.

Once done, the final deliberation will be conducted by the Cebu City Council during their regular session as it is now considered with urgency.
