CEBU, Philippines — City Councilor Rey Gealon will file a resolution seeking a report and the recommendation on the alleged "cannibalization" of impounded motorcycles under the safekeeping of the Cebu City Transportation Office (CCTO).
"We are awaiting the result of that investigation conducted by CCTO. A City Council resolution seeking for a report and recommendation on the matter is in order to pave the way for remedial legislation," he told The FREEMAN on Sunday.
It was reported last week that the CCTO launched an investigation to shed light on the complaint that an impounded motorcycle had several parts missing.
Atty. Kent Francesco Jongoy, CCTO legal officer, said in an interview that a complainant came to his office claiming that his motorcycle, which was placed under CCTO's custody, has lost a few of its parts.
"The said motorcycle was subject for adjudication before it was released," he said.
"Before its release, the complainant or the owner of the motorcycle came to the office in order to pay and have the violations adjudicated, and during the time of the settlement, there was no report on the missing vehicle parts," he added.
Jongoy further narrated that it was just after the day that the motorcycle was released that the owner came back to the office claiming that the motorcycle has missing parts.
The CCTO is yet to conclude if the security personnel assigned in the area has something to do with the incident, pending the result of the investigation.
In the meantime, the CCTO has assigned organic personnel to augment in the safekeeping of vehicles that are impounded and placed under its custody.
Gealon also said the security agency personnel deployed to supposedly watch over the impounded vehicles are no longer allowed to report at the area.
Gealon said it remains to be decided if having a "third-party security agency, whose personnel are solely and directly assigned in the custody of government-impounded vehicles within government property, is the rightful, legal and proper arrangement under the circumstances, vis-a-vis the accountability and responsibility of the enforcing office".
