MCWD signs water supply contract with Mactan Rock

CEBU, Philippines — More water supply is expected in Lapu-Lapu City soon as the Metropolitan Cebu Water District and the Mactan Rock Industries sign a 15-year bulk water supply contract.

The MOA signing, according to MCWD spokesperson Minerva Gerodias, happened on July 18, 2023 between MCWD General Manager Edgar Donoso and Mactan Rock Industries Inc. CEO Lito Maderazo. The signing of the agreement was witnessed by Lapu-Lapu City Mayor Junard Chan and MCWD directors Atty. Earl Bonachita and Atty. Danilo Ortiz.

Donoso expressed his delight in securing what he described as a “crucial water supply contract.”

“This contract signing signifies our unwavering commitment to meeting the growing water demands of Lapu-Lapu City and ensuring a sustainable water future for generations to come,” Donoso said.

With this agreement in place, MCWD is confident in its ability to soon deliver consistent and reliable water services to the customers of Lapu-Lapu City, who are presently dependent on the water supply from mainland Cebu.

Chan also expressed elation with the latest development as he expects the contract could address the water supply problem in the city.

“Matapos na gyud ang suliran sa kakuwang sa tubig dinhi sa atong syudad pagkahuman nagkasabot ang MCWD nga mokuha og supply sa tubig gikan sa Mactan Rock Industries. Sa hinay-hinay, ato ra gayud mahatagan og solusyon ang nag-unang mga problema dinhi sa atong syudad,” said Chan.

Under the agreement, Mactan Rock Industries Inc. will provide a total volume of 15,000 cubic meters per day to the water district at a fix price of P48 per cubic meter. This significant water allocation is expected to cater to the needs of approximately 15,000 households or an estimated 75,000 individuals, significantly easing the water problem that comes with the city’s rapid population and economic growth.

The location of the water supply plant will be in Suba-Basbas, Lapu-Lapu City, and the water will be injected into the network at the corner of Basak-Cagodoy-Bankal Road, with a pipeline extending 2.7 kilometers from the plant to the injection point.

One of the most crucial aspects of the contract is the timely commencement of water delivery.

According to the agreement, Mactan Rock Industries Inc. will begin supplying water to MCWD’s distribution network starting 12 months from the receipt of the notice to proceed.

This ensures a swift and efficient execution of the project to address the pressing water needs of the community as soon as possible. The mode of procurement for this significant project adheres to the Government Procurement Reform Act (RA 9184), guaranteeing transparency, accountability, and fairness in the selection and awarding process. — (FREEMAN)
