CEBU, Philippines — At least two city councilors have pushed for the creation of the Cebu City Youth Development Office (CCYDO) and Cebu City Youth Development Council (CCYDC).
Councilors Jessica Resch, the president of the Sangguniang Kabataan Federation, and Raymond Alvin Garcia, have proposed an ordinance creating the CCYDO and CCYDC.
The proposed measure entitled, “Cebu City Youth Development Office and Cebu City Youth Development Council Ordinance of 2022” was referred to the council’s committee on laws, ordinances, and styling for review.
“It is indispensable for the City Government of Cebu to create the Cebu City Youth Development Office and Cebu City Youth Development Council with the provision of funds as it is very essential and necessary for the effective implementation of laws for the benefit of the youth in the City of Cebu,” read the proposed ordinance.
The CCYDO to be created will be a division under the Office of the Mayor.
It shall be initially organized and composed of the Cebu City Youth Development Officer to be assisted by nine personnel responsible for policy and planning; administration and finance; and programs and operations.
Among the functions of the CCYDO are to register and verify youth and youth-serving organizations; provide technical assistance to the CCYDC in the formulation of the Local Youth Development Plan (LYDP); provide technical, logistical and other support in the conduct of the mandatory and continuing training programs, and to such other programs of the Commission and the Department of the Interior and Local Government; and coordinate with the Commission, with regard to the youth programs within their jurisdiction, among others.
Meanwhile, to ensure wide and multi-sectoral youth participation in local governance, a CCYDC shall be created.
The CCYDC shall be headed by the SKF president and composed of representatives of youth and youth-serving organizations at the city level.
It shall assist the planning and execution of projects and programs of the SK and the federation.
Should the proposed ordinance be approved, the CCYDO and CCYDC shall have an initial funding in the amount of P2 million, which shall be allocated for its creation, operation and maintenance and for the purchase of any materials that the office may deem necessary, and a continuing yearly appropriation of P1 million shall, likewise, be allocated every year thereafter, without prejudice. — GMR (FREEMAN)
