CEBU, Philippines —  To avoid delay in the release of registration papers, motorcycle dealers in the country are urged to process their registration documents immediately after each transaction instead of doing it by bulk.

Land Transportation Office (LTO) assistant secretary Edgar Galvante made the suggestion during yesterday’s Senate hearing conducted by the blue ribbon committee on the LTO’s delay in enforcing Motorcycle Crime Prevention Act and other anomalies in the agency.

“Yung practice nang mga motorcycle dealers na tinatawag na batching naka contribute sa proseso. Huwag nilang ipunin na isang  bagsak dadalhin nila sa office. Sabay sabay nila i-process napakaraming dadalhin sa office,” said Galvante.

According to Galvante, motorcycle dealers should not wait their documents to pile up before processing them. The official passed the bucks to the dealers following several complaints from the motorcycle owners about the delay in the release of their motorcycle’s certificate of registration despite having paid all the obligations.

Marvin Ken Du, chairman of the board of Du Ek Sam Inc., and Jeanine Du, president of Desmark Corporation, told the Senate blue ribbon committee that the LTO has been harassing them by allegedly delaying on purpose the release of their buyers’ certificate of registration.

Earlier, the dealers claimed that LTO-7 director Victor Caindec demanded P500 per motorcycle unit to be registered. Caindec vehemently denied the allegation.

Caindec said the dealers themselves caused the delay by submitting documents that cannot be reconciled.

Senator Richard Gordon, the committee chairman, set another hearing March 2, 2021.

Meanwhile, motorcycle clubs in Cebu yesterday held a unity ride in support of Caindec.

Moises Deiparine, administrative officer of One Motorcycle Club, said they conducted the unity ride to raise their concerns on the dealers delay in releasing their certificates of registration despite payment.

Deiparine said they will be having several activities and will also sign a manifesto so that their concerns will be addressed. — FPL (FREEMAN)
