Talisay needs consultant on sewage plan for market

CEBU, Philippines - Talisay City Engineer Gamaliel Vicente Jr. has proposed that the city should hire a consultant to supervise the completion of the third phase of the Tabunok Public Market development, which is the Sewerage Treatment Plan (STP).

He said that this is not their field of expertise and that they need to hire a consultant to guide them on its technicalities.

“Lisod ug kami lang kay naa man na’y micro bioreactor nga dili man ta sweto ana,” said Vicente.

Vicente added that although the city provided the design for the STP, implementing the project is a different story.

“Yes, nakabuhat ta og design, pero lahi ang implementation nga kung sweto gyud ug naa sa’y mo-oversee, mutan-aw lang pud sa agi,” he added.

Vicente also disclosed that the consultant would probably be needed for about three to six months. He added that the consultant would also train at least five regular employees of the city to man the facility after its completion.

He said that he already mentioned his plan to Talisay City Mayor Eduardo Gullas and Bids and Awards Committee (BAC) chairman Edgar Mabunay.

It was reported that the BAC has endorsed to the mayor’s office the Las Piñas-based IM Bongar Co Inc. who emerged as the lowest bidder for the construction of the STP during the public bidding last March 9.

Before creating a resolution for its endorsement to Gullas, Mabunay and his team went to Manila to inspect the related projects presented by the company in their supporting documents for the bid. Mabunay said that they were satisfied with their evaluation.

The company bid at least P11 million for the project which was budgeted at P15 million. This means that there is remaining fund accessible for any additional work on the project, including the hiring of a consultant. —/JBB (FREEMAN)
