CEBU, Philippines - Mandaue City Mayor Gabriel Luis "Luigi" Quisumbing has warned residents and establishments of charges if caught indiscriminately throwing garbage in the center island near the Cebu International Convention Center.

Quisumbing was ranting on Facebook about the reported throwing of garbage in the center island.

"I love this city. If you don't, get the hell out," Quisumbing said in his Facebook post.

"We have received reports of garbage bombing around CICC in the past and we pulled out the garbage bins outside the CICC due to this. Now, some stupid company or individual resorted to dumping their garbage in the center island," he added.

Quisumbing has already instructed the Department General Services to search for any clues in the garbage bags. The command center was also directed to review the CCTV footage of the areas to see if the indiscriminate throwing of trash was captured on video.

The mayor said that he will not hesitate to take legal action against individuals or companies caught violating environmental laws, especially the law on garbage disposal.

He said indiscriminate throwing of garbage, especially plastic materials will clog up the drainage system resulting in floods.

"If I am convinced of probable cause to suspect a person and individual responsible I will immediately file every case I possibly can," Quisumbing said.

Under the City Ordinance No. 12-2010-562, indiscriminate throwing of garbage, especially plastic and styrofoam in public places, is prohibited. Violators will be fined P500 and an imprisonment of five days. (FREEMAN)
