CEBU, Philippines - The Provincial Bids and Awards Committee (BAC) has clarified that there was just a typographical error as to the date of the Notice of Award (NOA) for the winning bidder in the procurement of Capitol's heavy and light equipment amounting to P227.4 million.
Provincial General Services Office head Jon Seigfred Sepe, who is also a member of the province's BAC, said there were two copies of the NOA because their office sent a copy with the wrong date to the Provincial Board.
"Mura sya nigawas og duha kay typo error man to sya. So, gi-rectify ni nila. Na-correct na ang latest. Katong corrected mao to ang katong December nga na-record," Sepe clarified.
The erroneous NOA was dated October 27, 2015, which over a year earlier than the actual bidding that happened just last November 25, 2016. The corrected NOA, which governor has already signed, bore the date December 7, 2016.
Both documents were addressed to Ralph Clinton U. Tio, Managing Director of ConEquip Philippines, Inc./ RDAK Transport Equipment Inc.
"Kaso lang, when the provincial board members asked for copies ang na-replicate nila ang katong nasayop, so murag nahulog nga duha pero usa ra gyud," Sepe added.
The joint venture between RDAK Transport and ConEquip was the lone qualified bidder during the bidding after posting a single calculated and responsive bid of P227. 4 million.
Sepe also clarified that the Provincial Board needs to approve both the NOA and the BAC resolution before these documents can be served to the winning bidder.
"Kanang NOA man gud, normally ipagawas na namo dungan sa BAC resolution recommending the award but it will not be serve to the winning bidder not until the authority of the provincial board comes out," Sepe said.
He added that they are already preparing the documents (NOA and BAC resolution) in case they will get the nod of the PB.
"Nya dungan na sa pag himo namo og BAC resolution ang NOA so pirmahan na namo tanan. Si governor mopirma pud pero maghulat gyud sa provincial board to give the authority,” Sepe said. (FREEMAN)
