No plans to get him as escort - Tom

CEBU, Philippines - Controversial policeman Adonis Dumpit is now back in the Cebu City Police Office. This after Police Regional Office-7 director Chief Superintendent Noli Taliño issued an order on October 21 reassigning Senior Police Officer 1 Dumpit back to Cebu from Bohol.

Dumpit was transferred to Bohol last August as part of the Provincial Public Safety Company of the Bohol Provincial Police Office. This was months after he was released from the Regional Penitentiary in Abuyog, Leyte.

Taliño said since CCPO lacks personnel, he transferred Dumpit back here.

"So far, wala naman siyang derogatory record," he said, adding Dumpit started reporting to CCPO on Monday.

Taliño also said the transfer has nothing to do with Cebu City Mayor Tomas Osmeña. He said if Osmeña wants a security detail he has to file a request before Camp Crame where PNP Director Ronald "Bato" Dela Rosa will decide on whether or not to grant him a security detail.

However, it is within Taliño's power to assign a temporary security detail to the mayor good for 20 to 30 days.

Earlier, the Court of Appeals granted the petition for bail filed by Dumpit after he paid P250,000 for his temporary liberty while his case is still pending.

Dumpit was charged for allegedly killing suspected robber Ronron Go in 2004 at Sitio Sampaguita, Barangay Tejero, Cebu City. He was convicted of homicide on August 5, 2014 and sentenced to six years to nine years and four months in prison.

Senior Superintendent Joel Doria, Cebu City Police Office director, said in the absence of any request to put Dumpit in a security detail he will be assigned to any of the police stations in Cebu City.

While Dumpit's assignment was not finalized yet, he is currently detailed at CCPO. Doria confirmed that Dumpit started reporting to his office since Monday.

It was then CCPO director Benjamin Santos Jr., who assigned Dumpit to Osmeña. Dela Rosa reassigned Dumpit to Bohol after he found out that the assignment of Dumpit as security detail to Osmeña was unauthorized.

Tom: I don't want escorts

Osmeña said he will not ask PRO-7 to reinstate his security detail.

"I will not ask any police officer to be assigned to me because if I have any dispute with the PNP, they will banish my poor security officers to far flung areas. That's what happened," Osmeña said, referring to Santos.

He clarified that in the 30 years he served as mayor he never asked for any security detail.

"Now, I won't accept even if they offer," he added.

Osmeña said he met Dumpit last Tuesday night but did not disclose what it was about.

Osmeña also said he wants Dumpit to head city's Prevention, Restoration, Order, Beautification and Enhancement team.

City Councilor David Tumulak, deputy mayor for peace and order, requested Taliño to reinstate the mayor's security detail since the National Police Commission has restored the mayor's control over police matters.

In a September 28 letter to Taliño, Tumulak said the reassignment of the police escorts of Osmeña to other province left the mayor defenseless.

Along with Dumpit, SPO2 Richelle Tejano and PO3 Romeo Batuhan were also assigned to Osmeña. They were all assigned to BPPO after Napolcom stripped Osmeña of control and supervision over police matters.

Dumpit served as security aide of the mayor for quite some time. It was Osmeña who posted the P250,000 bail of Dumpit after the appellate court granted his petition for bail.

Tumulak said he did not consult the mayor in requesting PRO-7 to reinstate his police escorts.

"As chairman sa peace and order, well, necessary ra sad nga naa'y police escorts ang mayor. Importante nga maprotektahan ang mayor as chief executive. Unsaon man pag-perform sa iyang one of the tasks as peace officer sa atong siyudad kun wala'y manalipod niya nga polis?" he said.

However, Osmeña is adamant on not accepting any security detail.

"Tell PRO-7 to ignore it. I won't even trust whom they will assign to me. I don't want a Trojan horse in my house or my office. No way," he said.

Osmeña said he will not ask for a police escort for himself but for future important guests of the city government. (FREEMAN)
