CEBU, Philippines - The Cebu City Prosecutor’s Office has indicted a trisikad driver who allegedly kidnapped and raped a 10-year-old girl.
Prosecutor III Raul Cristoria held Alfredo Biring, 47, of Alaska, Barangay Mambaling, Cebu City, for trial after finding probable cause.
“…the accused not having opted to avail of his right to a preliminary investigation and not having executed a waiver pursuant to Article 125 of the Revised Penal Code. I further certify that this information is being filed with the authority of the City Prosecutor,” Cristoria stated.
During the inquest proceeding, Biring chose not to file his counter-affidavit to deny the allegations filed against him. Instead, he manifested to face the charges before the court.
Senior Police Officer 2 Rolando Banatasa and four other policemen said that on January 19, 2015, at about 7 p.m., their station received a call from a concerned citizen informing them that a minor was forcibly taken by a trisikad driver and was brought to a dark portion of Sitio Vikeng, Alaska.
“Acting on the said information, we immediately proceed to the said place and upon arrival thereat we saw the suspect who at this time has just untied the child and the child was already holding her panty and looked so pale and so traumatized,” the affidavit reads.
The police then placed Biing under arrest.
In her sworn statement, the 10-year-old school girl said that she was asked by their neighbor to buy ice cream. While she was on her way to the store, she said Biring took her, tied her hands and legs and boarded her on his trisikad.
She said she was brought near the gym and was allegedly stripped her undergarments and was sexually abused.
The mother of the child said she cannot imagine the traumatic experience suffered by her daughter.
“Upon learning what happened to my child I hastily went to the Police Station and came face to face with my child’s molester where I came to know later as Alfredo Biring, 47, married,” she stated.
The mother said that based on the medical certificate issued by the attending physician of Vicente Sotto Memorial Medical Center, her daughter was sexually abused. — Mylen P. Manto/ATO (FREEMAN)
