CEBU, Philippines - The former head of the Provincial Social Welfare and Development Office (PSWDO) of the Capitol was not only transferred once but four times to different offices this year.
Cebu Gov. Hilario Davide III, in a memorandum dated August 2, 2013, transferred PSWD Officer Marivic Garces to Danao District Hospital.
“In the exigency of the service, you are hereby transferred to Danao District Hospital effective immediately,†the memorandum read.
Davide also asked Garces, who is holding a department head position at the Capitol, to report to Dr. Olivia Dandan, the hospital chief who is under the Integrated Provincial Health Office, another Capitol department.
Garces cannot be reached for comment as she can no longer be found at the Capitol yesterday.
Garces was replaced by Evelyn Senajon, a nurse, when Vice Governor Agnes Magpale assumed office as acting governor when then governor Gwendolyn Garcia was suspended for six months.
She was accused of not distributing goods and other supplies to the recipients before its date of expiration.
After nine years in the position, Garces was transferred to the IPHO for a few months until she was reinstated at PSWDO when Garcia returned to office last June 20 upon expiration of her suspension.
Days after Davide assumed office on July 1, 2013, Garces was again transferred to the Provincial Disaster Risk Reduction and Management Office (PDRRMO).
PDRRMO acting chief, Neil Angelo Sanchez eyed Garces to be the training officer of the office and as the head of the PDRRM Council secretariat.
Her stay did not last longer than one month when Davide transferred Garces to Danao City District Hospital.
Although the governor’s memorandum did not state her particular assignment, but Garces retains her position as PSWD Officer. (FREEMAN)
