Jail guard kills Toledo warden

CEBU, Philippines - For refusing to approve a request for a leave of absence, a jail warden in Toledo City was reportedly shot dead by a jail guard yesterday afternoon. 

Jail Inspector Anaclito Dusaran, 31, succumbed to gunshot wounds in the head and legs when JO3 Donald Ramas, 42, opened fire with his 9mm Taurus pistol outside Dusaran’s office at the Toledo City Jail in Barangay Landahan past 1 p.m.

The city jail’s administrative clerk, JO2 Maria Milamid Abella, 34, was also hit in the back and right breast and is now in critical condition.

Dusaran was declared dead before arrival at the Toledo City Hospital while Abella was rushed to the South General Hospital in Naga City.

Both victims, according to police reports, were shot pointblank.

SPO3 Praxilo Albiso, investigator of the case, said Dusaran was sitting on a wooden bench together with Abella when Ramas arrived and, without any word, shot both victims.

Yesterday morning, Albiso said Ramas asked permission to file a leave of absence so he could process documents for his schooling, but Dusaran refused and even reprimanded him.

Ramas then left without any word.

“Basin problema pud ang warden kinsay ipuli ug pa-duty kung mag-leave siya (Ramas),” Albiso told The FREEMAN in a phone interview.

It was in the afternoon when Ramas returned to the jail and immediately shot Dusaran in both legs. Dusaran tried to run but was again shot this time, in the head.

Ramas then reportedly turned his gun on Abella and shot her twice.

JO1 Raymond Olid, who witnessed the incident, could not react when Ramas pointed his gun at him.

Ramas then left on board a motorcycle to surrender at the Toledo Police Station, where he turned over his pistol and three magazines.

SPO4 Carmelito Hornales, the desk officer, said that Ramas surrendered around 1:42 p.m., telling him that he shot his officer.

“Nakurat nalang ko nga kalma ra kaayo siya ni-surrender nga murag walay nahitabo,” said Hornales.

The FREEMAN called up the police station to get a statement from Ramas but he refused to be interviewed.

Investigators recovered four empty shells of 9mm pistol from the crime scene.

A nurse at the Toledo City Hospital who refused to be named said Dusaran was declared dead upon arrival around 2:15 p.m.

Supt. Efren Nemenio, regional director of the Bureau of Jail Management and Penology, said they are still investigating the incident and will file appropriate charges against the suspect. — /LPM (FREEMAN)
