CEBU, Philippines - Several construction projects of the city government with one funded as early as 2009 has not been implemented, an inventory of the city Committee on Infrastructure showed.
Committee chairman councilor Roberto Cabarubbias noted in his inventory of projects that the renovation of the city abattoir building, allotted P2million pesos through supplemental budget (SB) number 4 in 2009 awarded to COLINA Construction, has not yet materialized.
The report further stated its status which is still at the office of Councilor Margarita Osmeña who chairs the Committee on Budget and Finance for review and comments.
City veterinarian Dr. Alice Utlang said she has been worried about the sorry situation of the city-owned slaughterhouse which experiences water dripping especially during rainy season.
“Guol kaayo ko ana kay maulaw kaayo ko sa mga kliyente nato nga mang-ihaw magkapote ug magpayong. Inig ka gabii manawag ko didto to check kung okay ra ba sila. Makita na gyud ang langit sa bakahan nga side (I’m sad and ashamed because our clients have to wear raincoats and bring umbrellas while slaughtering animals. At night, I call to check if they are okay. You can really see the sky from the side where cows are slaughtered),†Utlang told The FREEMAN.
Utlang said she has written the office of Osmeña earlier this month to look into the project so that it can finally be implemented.
“Karon nga naa na siya sa office ni Councilor Margot (Osmeña), murag hapit na gyud siguro na ma-implement. We are eyeing minor renovations lang usa since there is a proposal to construct a new abattoir didto sa nursery before sa agriculture. At least, ang mga atup, railings ug ubang minor renovations ma-recycle ra nato inig himo na sa new abattoir. (Maybe it will soon be implemented now that it is already in the office of Councilor Margot. We are eyeing minor renovations for now. We can just recycle the materials once the new abattoir will be constructed.)†the city veterinarian explained.
The city abattoir was built in the 1980s and has undergone several minor and major renovations over the years.
Also mentioned at the inventory is the repair of perimeter fence and school building improvements for three barangays amounting to a total of P3million awarded to Alsher Construction, approved by the council on June 5.
The project was funded through SB No. 5 in 2010.
Barangay Punta Princesa was given P944,556 while Barangay Basak San Nicolas has roughly the same budget with P945,721 and Barangay Pulangbato with P1.4 million.
Still on the same report is the P6 million worth four-storey classroom for Pardo Elementary School also funded through SB No. 5 in 2010 specifically with the General Fund. (FREEMAN)
