CEBU, Philippines - The Department of Interior and Local Government ordered incumbent local chief executives to create a Local Governance Transition Team to prepare for an effective turnover to the incoming officials on June 30.

Acting Governor Agnes Magpale who only received a copy of the memo from DILG Provincial Director Jerome Gonzales on May 22
tasked Provincial Administrator Eduardo Habin to head the team on her behalf.
Habin immediately convened the core group yesterday.
The memorandum provides that the team is composed of the local chief executive as chairperson and the vice chairperson is to be selected from among the members who are all the department heads, representatives from the DILG, the Commission on Audit and people’s organization.
The team shall perform the conduct of an inventory of all real, immovable and movable properties of the local government unit; assemble all pertinent documents or records; turn-over of accountabilities; and organize a turn-over ceremony, to include a briefing on state of performance, of development, financial performance and key challenges.
Magpale said that they have already started the other tasks of the team when she assumed office last December when Gov. Gwendolyn Garcia was suspended.
Habin said that some documents are already in place while others will be reproduced.
The DILG specifically itemized the documents and properties needed for turnover to the incoming officials.
“Mao man gyud na’y segurado kaayo nga pamaagi nga smooth ang transition,†Gonzales said.
With the impending return of Garcia into office on June 19, Gonzales said that she will automatically head the transition team.
Gonzales said that they cannot wait for Garcia to return and conduct the inventory and assemble documents considering the length of time before governor-elect Hilario Davide III takes over at noontime of June 30.
“Ang amo lang nga while we still have time, ma-assemble ang mga documents karon kay murag apiki man pud kaayo og siya nalang ato patrabahoon sa tanan. Anyway kaning mga trabahoa sa mga department heads man,†Gonzales said.
Gonzales added that other cities and municipalities are also directed to do the same. —(FREEMAN)
