Quiroga resigns as Capitol planning officer

CEBU, Philippines - The Cebu Provincial Government’s planning officer has tendered his irrevocable resignation as he has to leave for New Zealand to join his daughter.

Provincial Planning and Development Coordinator Engr. Adolfo Quiroga’s irrevocable resignation/retirement from government service took effect yesterday, April 10, 2013.

In his letter dated April 8, 2013 addressed to acting governor Agnes Magpale, he stated that his daughter has already prepared the necessary papers for his long delayed trip to New Zealand.

“While I have always and still find government service, especially in Cebu Capitol, to be challenging, enjoyable and fruitful, I have come to realize that there are still other urgent personal concerns that I have to look into,” said Quiroga in his letter.

Quiroga, 64, has been in  government service for almost 42 years and is eligible for retirement under exiting and applicable Government Service Insurance System and Civil Service laws, rules and regulations.

Quiroga started his career in the Provincial Government as assistant provincial engineer during the incumbency of then governor Osmundo Rama.

He served as project manager of the International Bank for Reconstruction and Development (IBRD) and the United States Agency for International Development (USAID) assisted projects during the time of then governor, now first district Rep. Eduardo Gullas.

He became the head of the Provincial Engineering Office (PEO) during the incumbency of former governor Emilio “Lito” Osmeña.

Then, he was named head of the Provincial Planning and Development Office (PPDO) during the stint of former governor Vicente dela Serna.

While he continued to head the PPDO, he was also the concurrent project director of Japan International Cooperation  Agency (JICA) during the time of then governor, now second district Rep. Pablo “Pabling” Garcia.

Quiroga was head of both the PEO and PPDO during the time of now suspended Governor Gwendolyn Garcia.

When Magpale assumed office in December 2012, she replaced Marivic Garces as head of the Provincial Social Welfare and Development Office; Bernard Calderon as head of the Provincial General Services Office and Provincial Treasurer Roy Salubre but allowed Quiroga to remain as head of the planning office. — (FREEMAN)
