CEBU, Philippines - Sixteen officials of the Bureau of Customs (BOC) were reassigned, including the district collector of Cebu, to the different ports of the country effective January 10, 2013.
BOC Commissioner Rozzano Rufino Biazon in a text message to The FREEMAN said that the reassignment of the 16 officials is aimed at improving the performance of the bureau. Biazon said that year 2012was the first full year under his term since he was appointed in September 2011.
“I did not change the configuration I inherited from my predecessor. So with the entry of 2013, I want to try a new configuration,†Biazon said.
The commissioner added that he will be evaluating them every three months and if the set up does not produce good results, he is prepared to make another.
Under Customs Personnel Order No. B-14-2013, BOC-Port of Cebu district collector Ronnie Silvestre will be transferred to Clark International Airport (CIA) in Pampanga as officer-in-charge.
Collector Edward dela Cuesta, who is the district collector of CIA, will be the officer-in-charge of Silvestre’s vacated post.
Silvestre became the district collector of Cebu in December of 2009.
Other officials who were reassigned are Atty. Lourdes Mangaoang (from head of the BOC X-ray Inspection Project to OIC at the port of Cagayan de Oro); Atty. Adelina Molina (from acting chief of staff of the Office of the Commissioner to OIC in Port of Subic) and Atty. Roberto Sacramento (from acting deputy collector for operations at NAIA to OIC at the port of Zamboanga.
Both Mangaoang and Sacramento had served as district collector of Cebu Port.
The other eleven officials reassigned were Carmelita Talusan (from acting district collector of Port of Subic to head of the BOC X-ray Inspection Project); Atty. Filemon Mendoza, Jr. (from acting chief, Risk Management Office to chief of Ruling and Research Division, Legal Service); Atty. Mary Grace Malabed (from acting chief of RRD-LS to assistant chief of the same division); Priscilla Bauzon (from acting deputy collector for assessment of Manila International Container Port to deputy collector for assessment of the Port of Manila); Atty. Lilibeth Sandag (from Office of the Commissioner to deputy collector for assessment, MICP), Rogelio Villagarcia (from acting deputy collector for assessment, POM to acting deputy collector for operations, NAIA).
Also included in the reshuffling are Sonia Irinea Togonon (from acting deputy collector for administration, POM to deputy collector for assessment, POM); Christopher Bolastig (acting district collector, Port of Zamboanga to chief of RMO); Atty. Romalino Valdez (from chief of staff of AOCG to acting deputy collector for administration, CIA); Atty. Ganiefelle Lagmay (from OCOM to chief-of-staff of OCOM) and Atty. Anju Nereo Castigador (from district collector of Port of Cagayan de Oro to OCOM). — /JPM (FREEMAN)
