CEBU, Philippines — Top Line Business Development Corp’s (Top Line) affiliate Vikingland Corporation, is set to open the first BPO (Business Process Outsourcing) Mall in Cebu, located in the municipality of Liloan in northern Cebu.
The P500 million “Bay Mall,” scheduled to open in the first half of 2025, is a public-private partnership (PPP) project between Vikingland and the municipality of Liloan.
The three-story Bay Mall, Viking Land’s flagship project, broke ground in 2022 and is situated on municipal land in the town center, near Liloan’s coastline.
Designed to serve as a commercial and employment hub, the first two floors will house a Robinsons Supermarket as the anchor tenant, alongside food stations, specialty kiosks, wellness centers, financial services, and retail stores.
The third floor is a dedicated IT-BPO hub, providing a local alternative to Cebu City-based opportunities. This development is expected to drive local employment and anchor Liloan’s growing commercial prominence.
“The third floor is basically for the IT-BPO space in the area. If you want to work in a BPO company—usually all located in Cebu City—those in northern Cebu now have the option to work here. This is a game-changer moving forward,” said Eugene Erik Lim, President and Chief Executive Officer (CEO) of Top Line, during the recently held topping-off ceremony, which was graced by former Liloan Mayor and now Department of Tourism (DOT) Secretary Christina Garcia-Frasco.
The establishment of Bay Mall in Liloan highlights the local government’s efforts to partner with the private sector.
“This development showcases the power of unity and the success of public-private partnerships,” said Garcia-Frasco.
The PPP initiative reflects the local government’s commitment to creating an investment-friendly climate that attracts private investors, added Liloan Mayor Aljew Fernando Frasco.
“This will greatly help the economy of Liloan and improve the quality of life for Liloanons by providing employment, recreation, and convenience. Families will create memories here, and essential services like grocery shopping will now be closer to home,” the Mayor said.
Liloan, a progressive first-class municipality with over 200 subdivisions and a growing number of businesses, is becoming a commercial and logistics hub in Cebu. Its educated and skilled population makes it an ideal location for Vikingland’s flagship project.
“This is not the first investment that Top Line has made in Liloan. Pier 88 is another landmark development that they pioneered here. We are grateful for their continued confidence in the municipality,” said Deputy Speaker and Cebu 5th District Representative Vincent Franco “Duke” Frasco.
As part of Top Line’s integrated development strategy, Bay Mall will be interconnected with Pier 88, the smart port also developed by Top Line. A free shuttle service will link the two facilities, enhancing convenience for customers and reinforcing Liloan’s position as a logistics and economic hub.
“There will be a free shuttle service connecting Bay Mall and Pier 88. Customers can seamlessly shop and travel between the port and the mall,” Lim explained.
Bay Mall reflects Vikingland and Top Line’s vision to position Liloan as a prime economic destination in Cebu. Combining commercial, employment, and logistics opportunities, the development is set to redefine the municipality’s role in Cebu’s economic landscape, attracting further investments and enhancing the quality of life for its residents. — (FREEMAN)
