[Title] => VRIS to push through
[Summary] => Commission on Elections (Comelec) Chairman Benjamin Abalos said yesterday he would support the long-delayed Voters Registration and Identification System (VRIS) once the Supreme Court upholds the legality of the winning bid for the poll automation project.
Abalos said problems in the just-concluded barangay elections showed how badly the government needs to maintain a secure list of voters.
"If the SC decides in favor of the winning bidder and rules that the deal with the Comelec is legal, I would recommend the implementation of the VRIS," he said.

[Title] => Comelec chief clarifies court ruling on VRIS
[Summary] => Commission on Elections (Comelec) Chairman Alfredo Benipayo said yesterday a recent court resolution on the stalled Voters Registration and Identification System (VRIS) project did not categorically uphold the validity of a contract awarded to winning bidder Photokina Marketing Corp.
In a press statement, Benipayo noted that Quezon City Judge Luisa Quijano-Padilla merely granted the consortiums petition for a preliminary injunction barring the poll body from continuing to develop an alternative program to automate the countrys electoral process.

[Title] => Notice of award for VRIS legally obtained P
[Summary] => Photokina Marketing Corp., which won the bid to implement the Voters Registration and Identification System (VRIS), insisted yesterday that it had complied with all rules of the bidding and obtained the notice of award for the modernization project legally.
As this developed, the House of Representatives took steps yesterday to secure sufficient funding for the long-delayed VRIS while assailing the Commission on Elections (Comelec) for reportedly negotiating with other parties for a similar project.
