Governor Gwen Garcia and his brother Pablo John criticized the Yaphas for their failure to deliver road repair, electricity and water in the barangays of Pinamungajan town during the grand proclamation rally of the One Cebu party near the Pinamungajan Church last Wednesday night. 


The governor, who is also the president of One Cebu party, chose to have their grand proclamation rally for the third district in Pinamungajan, which is the hometown of the Yaphas.
