Twenty months after groundbreaking, the Shell Tabangao Refinery went onstream in July 1962 amid much ceremony and fanfare. Churchill had returned to England by then, and Richard A. Meyjes had taken over as President and General Manager of Shell in the Philippines. Meyjes and the refinery’s manager, W.G. Eddleman, led the ceremonies and welcomed the guests of honour President Diosdado Macapagal, the First Lady, and their daughter Gloria.
