[Title] => Bilibid officials question execution deferment order
[Summary] => Officials at the New Bilibid Prisons (NBP) are doubtful whether they could carry out an order from a regional trial court judge to call off the execution of a convicted kidnapper for a third time.
An official of the national penitentiary told The STAR that they are facing issues on technicalities and execution rules after a Quezon City judge issued his fourth execution order for the same convict.
The last order, according to the official, sets the date on Sept. 30. It was earlier set on March and moved to May, then to June.

[Title] => Death convicts back in isolation
[Summary] => Death convicts Roberto Lara and Roderick Licayan returned to isolation at the death row building of the New Bilibid Prisons (NBP) yesterday, 15 days before the deadline of the Supreme Court for a ruling on the motion to reopen the kidnapping cases against them.
NBP superintendent Venacio Tesoro said Lara and Licayan must be isolated, based on the rules, since the SC has yet to decide on the motion to reopen their cases.
"We have to stick to the process," he said. "Technically speaking, Lara and Licayan are set to be executed on Feb. 27."

[Title] => Families of death convicts hope for reopening of case
[Summary] => Convicted kidnappers Roberto Lara and Roderick Licayan may have been spared from their execution scheduled this afternoon. But their families and supporters continued to agonize over their impending deaths.
New Bilibid Prisons (NBP) chaplain Msgr. Roberto Olaguer said "there was happiness, but for a limited time only." He said the families understand very well that the suspension of the execution was only temporary.
