TARLAC City - Couples cannot get married in this city unless they plant a
tree.

In an apparent move to save the environment, and to ensure "people's
participation" in the drive to replenish the dwindling number of trees, the
city government here has passed an ordinance requiring every couple seeking to
secure a marriage license to plant at least one tree seedling first.

Mayor Gelacio Manalang said that the process is simple and the requirement is
not really burdensome.

TARLAC CITY - Local officials here strongly suspect that the syndicate
kidnapping children is involved either in pedophilia or in selling human organs
abroad.

"There is no other logical explanation to this, especially now that we know
that this syndicate targets children as young as 3 years old and as old as 15
years old," said Donna Dacayanan, chief of the provincial social welfare and
development office.

Three kidnap victims in this city, with ages 9, 10 and 13, who were able to
escape from the syndicate's suspected hideout in Balintawak, Quezon City,

TARLAC CITY - It pays to be street-smart. By acting out what she saw in movies,
this nine-year-old girl put one over her kidnappers.

As the Grade 3 pupil recounted to Mayor Gelacio Manalang, she was snatched in
front of a bank in Barangay Sto. Cristo last Jan. 4. That day, too, two other
children - a 10-year-old female student and a 13-year-old high school freshman
- were seized separately in the city.

All three underwent the same ordeal: their kidnappers made them sniff a piece
of cloth laced with a substance that sent them to sleep. Except for the
nine-year-old kid.
