The Civil Aeronautics Board (CAB) denounced yesterday Taiwan's "arrogant attitude" after its representative failed to show up for scheduled talks aimed at resolving an aviation dispute.

"We fail to see how snubbing the talks would be beneficial to anyone on either side, for it only leaves the problems to fester unresolved," said CAB executive director Guia Martinez.

"We are truly saddened by Taiwan's seemingly disdainful and arrogant attitude towards us, which can only worsen our differences," she said in a statement.

Aviation relations between the Philippines and Taiwan hit a new low as Taipei indicated its inability to send representatives to today's official talks with their Philippine counterparts.

Less than 24 hours before the two-day talks were to open in Manila, officials from the Taipei Economic and Cultural Office (TECO) had yet to confirm their attendance in the crucial meeting.

Taiwan has once again asked President Estrada to intervene in the on-going Manila-Taipei air agreement dispute so its carriers can finally resume flights, a Philippine aviation official said yesterday.

Civil Aeronautics Board (CAB) member Franklin Ebdalin, who is also a Foreign Affairs assistant secretary, said the letter of request was written by Jeffrey Koo, an emissary of Taiwanese President Lee Teng Hui.

One of the requests was for the Philippine government to end the dispute and start honoring its air agreement with Taipei.
