[Title] => We can’t avoid floods but we can minimize them
[Summary] => We will always have floods during the rainy season. We can’t stop them for the simple reason that we cannot stop the rains. As a matter of fact, we need the rains.

What we can do is take steps to alleviate the floods. At the moment, the people are doing many things to aggravate the problem. We have many squatters who reside in known flood-prone areas. Worst is that in many places the floods have worsened because the people there don’t know how to dispose of their garbage properly. They dump them in estuaries where they clog the flow of water.

This comes even as the MMDA has filed a petition with the Supreme Court en banc for a clarification and review of the High Scourt’s Third Division’s ruling in favor of JEC.

The MMDA argued that the JEC contract was too costly for the government and has negative implications on the environment.

Nereus Acosta accused the Supreme Court yesterday of duping and forcing President Arroyo to sign a P390-billion "illegal" garbage contract in favor of Jancom Environmental Corporation.

Acosta said that when the Supreme Court’s third division upheld the validity of the build-operate-transfer (BOT) contract between Jancom and the government, this paved the way for the illegal construction of an incinerator at the now closed San Mateo dumpsite.
