There seems to be some debate about the need to "review" the Visiting Forces Agreement. The United States government has taken the position that such a review would be premature in view of the appeal of the conviction of US Marines Lance Corporal Daniel Smith’s conviction for the crime of rape. Malacañang has declared that a review is necessary to render the VFA "at pace with the times."
